If you want the extra room, only the 28 inch member of the family expands, and that is a checked bag rather than a cabin bag.

The specification block on this listing gives product dimensions of 28 by 20 by 13 inches. That is not this bag. Those are roughly the numbers for the 28 inch checked case in the same family, and they have been attached to the 20 inch carry on variant. A case that measures 28 inches tall is a hold bag under every published cabin allowance we are aware of.

The feature bullets publish sizes for all three family members, and the 20 inch entry reads 21 by 8.5 by 15 inches. That is a credible carry on figure. Set against the size guideline most often cited for United States domestic cabin baggage, roughly 22 by 14 by 9 inches, a case at 21 inches tall, 15 inches wide and 8.5 inches deep is inside on height and depth and an inch over on width.
Neither figure comes with a statement about whether the wheels are included. On a hard shell the spinner casters bolt outside the shell, so if 21 inches is a shell measurement the object a gate agent measures is taller. Spinners are easy on smooth terminal floors and awkward on curbs and cobblestone, where the casters catch and the case tips. They are also the first thing to break on a budget hard shell, because they absorb the impact of every drop. The handle is a three stage aluminum telescoping design, and Coolife claims it is sturdier than most on the market, which is another unquantified comparison.
A built in TSA lock is fitted, and Coolife says it keeps valuables secure and safe. It does not. A TSA lock exists so that a screener can open the case with a master key rather than cutting it, and those master keys have been widely reproduced for years. It is a deterrent against casual opening and nothing more. Keep passports, cash and electronics on your person rather than behind it.

Given that the specification block is clearly quoting the 28 inch case elsewhere, treat both of those figures with caution as well, because import data that mixes variants tends to mix all of the variant fields at once.
