Two dimension sets, and the expansion that changes the answer
Travelpro publishes both figures and labels them, which is exactly the practice this catalog is usually missing. A feature bullet gives overall dimensions, stated as including wheels and handles, of 30 inches high by 18 wide by 13.5 deep, and case dimensions of 27.5 by 17.5 by 13.5. The specification block repeats the overall set as 18 by 13.5 by 30 inches. The nominal name calls it 28 inches, which matches neither and is the usual marketing convention.
The 62 inch arithmetic, before and after expanding
Most United States carriers apply a 62 linear inch limit to standard checked baggage before an oversize fee applies, measuring the outside of the bag. Add the overall figures and you get 61.5 linear inches. That clears 62 by half an inch. That is above the 62 inch limit and into oversize fee territory. Say it plainly: this case complies unexpanded and does not comply expanded, on the maker’s own figures. The description acknowledges the expansion is there to accommodate overpacking and does not mention what it does to the linear total. Use it for a leg where you accept the fee or where the carrier is relaxed, and zip it closed before you check in otherwise.
Weight is the other limit. At 12.3 pounds empty against a common 50 pound allowance you have about 38 pounds of contents, and 108 liters will hold far more than 38 pounds. As with every case at this size, the scale runs out before the space does.
